Biographies

Below are biographies of some of the people behind the Humane Society:

  • STEVE LUCARELLI
    • Steve is a former District Attorney of Vilas County, former assistant district attorney in the Marathon County District Attorney's Office, occasional special prosecutor for the State of Wisconsin, and is presently employed in private practice where he does primarily criminal and civil trial work from an office located in Eagle River. When he is not working, Steve also enjoys swimming, bicycling, fishing and hunting.

      Steve has been a member of the Board of Directors of the Humane Society of Vilas County for several years and he made prosecution of persons accused of animal cruelty and neglect a priority when he was in the District Attorney's Office.

  • KATHY OATMAN
    • I am a lifetime resident of Eagle River. I was a charter member of the Humane Society of Vilas County and have held the position of President, Vice-President and secretary. Currently I help at the shelter every other Wednesday.

      I have been involved in dog training for over 20 years and am a certified obedience instructor. I hold classes in basic obedience several times a year. I am also a CGC Evaluator and have been certified throught the AKC.

      I am also involved with Klondike Days and have served on that board for 17 years. I became involved with that organization when dog sled racing was still a part of the event.

      Besides being a dog lover, I have several kinds of birds and I love horses. I have 3 labradors and 2 grand pups - Roxie (a boxer) and Joey (a springer).

  • E.FRANCINE GOUGH, DVM
    • I was born and raised and attended schools in Eagle River. I took my pre vet courses at the University of Wisconsin - Madison, where I had the highest grades in my freshman class in the College of Agriculture. I transferred to the University of Minnesota for my veterinary degree. I was a student member of the AMVA (Minnesota Chapter) and was a member of Phi Zeta, the veterinary honors fraternity. After graduation, I returned to Eagle River and set up a solo practice dealing with both large and small animals as well as some exotics as came along. I was a member of the AVMA for close to 40 years and still am a member of the WVMA.

      Among my outside interests was continuing my 4-H affiliations as a leader since 1960. I've held all offices in Vilas County's 4-H Leaders Association. Currently, I am one of the northern district directors for the Wisconsin State 4-H Horse Association. I have received an Alumni Award from the county association and have received recognition for service from the State Association. At this time I am also on the Town of Cloverland's Planning Commission, a job that is proving to be interesting and, I hope, of value to the town. Last year I was elected as one of the Town's Supervisors. It's a learning experience and I hope to be of service in this capacity as well.

      I've been involved with animal welfare in Vilas County since I graduated and served as a director in the original Humane Society. I've watched the animal shelter grow and the service it provides become more encompassing over the past 40 odd years. It is with great pleasure that I can continue to serve and assist in the continual advancement in providing decent shelter and education in better care for ALL animals - large and small.

  • ROGER (RUSTY) WILLIAMS
    • Born in Herrin, Illinois, Roger has been a Northwoods resident since 1954. He is married to his wife, Peggy. Roger is a member and past president of the Humane Society of Vilas County since it's inception. He is also a part time shelter volunteer since 1990, and has adopted many shelter animals.

  • PAM RAGAN
    • Mrs. Pam Ragan was born and raised in Wamego, Kansas, on a 400 acre working farm, wheat fields and beef cattle. She was a member of the local 4H club, raising animals for her project every year, from cattle, horses, pigs to sheep. Completed high school at St. George Kansas in the early 70's, married and moved to Milwaukee in 1975.

  • TINA CRANE
    • Tina became a board member of the Humane Society of Vilas County in 2009. Originally from Mccook, Nebraska, she moved to Eagle River in 2007.

      Ms. Crane served for 22 years in the United States Navy and retired in 2005 as a Chief Petty Officer. While serving in the Navy, Ms. Crane received her bachelor degree in computers from St. Leo University in Tampa, Florida. Prior to moving to Eagle River, Ms. Crane worked as a Veterinarian Technician Assistant for Owl Creek Veterinarian Hospital in Virginia Beach, VA. She was also an active volunteer at the Virginia Beach SPCA before moving.

      Ms. Crane is married and has a grown daughter. She currently shares her house with two cats and two dogs. She and her husband enjoy taking their dogs on long hikes in the woods.
